Unable to Authenticate to HTTP Server with Error 0x800CCC32

Outlook Express is allowed to be used with POP3,(Post Office Protocol version 3) HTTP (HyperText Transfer Protocol) or IMAP (Internet Message Access Protocol) e-mail servers. These email servers send and receive email messages to the client computer when receiving correct authentication credentials.
